Introduction: Officers are reluctant to exercise proactive policing due to unfounded claims of violence and racism against the African American community. I.Thesis: Passive law enforcement officers under excessive scrutiny by the black community are unable to efficiently protect citizens and unhold the law due to the perpetuation of Black Lives Matter propaganda.
